The question of how we prevent another Grenfell Tower disaster has been asked for almost four years. With the enquiry led by Dame Judith Hackitt now concluded and legislation in the form of the Fire Safety Bill and Building Safety Bill currently going through Parliament, there is some understanding of what updated building safety standards may look like for “buildings in scope”; those over 18m high with a residential component/sleeping risk. 

The Building Safety Bill is expected to include new Dutyholder roles and requirements especially for building owners/managers, contractors, designers and suppliers. Implementation will impact how buildings are designed, constructed and managed: to put in place the Golden Thread of information, the government is trying to achieve.  

The Building Safety Bill suggests that recommendations will be implemented through secondary legislation, including potentially a revision of the CDM Regulations and/or the Town & Country Planning Act.  The first requirements are likely to be brought into effect later this year. From those in the real estate sector to everyone involved in the design and delivery of projects of this nature, including Dutyholders within the current CDM Regulations and new Dutyholders – the Accountable Person and Building Manager, the impact of these changes could be significant.
