Warren Spencer provides an outline of the rules relating to the issuing of Enforcement and Prohibition Notices including the Appeal process under Article 35 and a full discussion of Articles 30 and 31 of the Fire Safety Order.
This seminar would be appropriate for both Fire Service personnel and those with any property/property management interests.
Warren will explore the Appeal process including the summons issued by the Court, the Directions provided by the Courts and the subsequent Trial process. This will involve civil proceedings as opposed to criminal proceedings.
Warren will outline the evidence required in the appeal whether it be as an Appellant or Respondent, together with Skeleton Arguments made and expert evidence.

Warren is an accredited Higher Courts Advocate enabling him to work as an advocate in the Crown Court. Warren has experience of over 200 cases under the current fire safety legislation including prosecutions for eight fire and rescue services.
He has previously been shortlisted for the Private Practice -Solicitor of the Year category of the annual Law Society Excellence Awards.
Warren sits as a part-time Tribunal Judge and in 2015 was appointed as a Legally Qualified Chair in relation to Police Disciplinary Proceedings. He is also a former Assistant Coroner for Blackpool and Fylde.
Warren also runs a blog aimed at experts in the field of fire safety, sharing his extensive experience in this field. The site contains detailed information on prosecuting cases concerning fire safety legislation.
